JIGAWA’S IMPORTED TRICYCLE CONTAINERS FOR PROBE

The Chairman of Jigawa State Assets Recovery Committee, Air Commodore Abubakar Saddiq, yesterday said his committee was investigating the circumstances surrounding the 186 containers of tricycle imported by the  state government in 2010.

He told Daily Trust in his office: “It would interest you to know that in 2010 or there about, the government imported 186 containers of tricycle. Each container had six tricycles inside. The containers were supposed to have been moved to the Maigatari Export Processing Zone to sell them to whoever they wanted to sell to. But our preliminary investigation showed that out of the 186 containers, only 112 were taken to Maigatari. I have called two former managers of the export processing zone and they claimed that the tricycles are there and that they sold 412 of them to the state government and gave some to members of the public. They said 74 containers are still at the port. I told them that if they are sold to the state government I would like to see the payment. I will investigate the 74 outstanding containers imported since 2010 to ascertain their whereabouts”. He said his committee had so far recovered 10 vehicles and was working with 13 ex-commissioners to return theirs. Saddiq said his committee is also working to recover landed properties in and outside Jigawa.

The Senior Magistrate, Ummi Sani Kurawa, however, in her ruling ordered that Isa must be remanded in prison custody and adjourned the matter to August 4, for mention.

FG may renew charges on illegal aircraft charter operators

Feelers from the Ministry of Aviation indicate that the charges imposed on illegal private charter operators by outgone Goodluck Jonathan administration may still subsist under the present administration to discourage foreign registered aircraft from operating in the airspace and enhance employment of indigenous pilots and engineers.
Although all efforts to enforce the charges in the past were resisted by  operators who used their connection in the National Assembly to intimidate top officials in the Ministry of Aviation, THISDAY learnt that the new  government of President Muhammadu Buhari may  reaffirm the charges after a new minister has been appointed  to drive the policy.
Illegal charter operators are those who use their privately registered aircraft for charter services and collect payment for same. In most cases , they use foreign registered aircraft  so the country where the aircraft is registered provide the flight crew.
It is estimated that Nigeria loses over N15 billion annually because those who engage in such illicit operation do not pay any charges to government.
Before he left office the former Minister of Aviation, Osita Chidoka had issued ultimatum to private aircraft owners with foreign registration to take Nigerian registration number. He also warned illegal charter operators to stop forthwith or risk sanctions.
Out of about 150 private jets in Nigeria, 70 per cent are believed to be used for illegal operation, which means that their owners do not pay the mandatory charges, yet they take business away from the registered charter service providers that pay charges most of whose aircraft are locally registered and provide employment for indigenous pilots and engineers.
Also, when Senator Stella Oduah was the Minister of Aviation, charges were imposed on illegal charter operators but they rebuffed it and made political capital out of the whole process.  But with foreign registered aircraft, these owners engage largely expatriates and use the funds generated locally to pay the flight crew, maintain aircraft overseas and pay for the foreign registration of their aircraft.
“The policy on private jets will be implemented immediately a new Minister of Aviation is appointment. It will be more serious this time because this government wants to eliminate corruption and most of these private airplanes are used to take away funds from this country. I am sure Buhari administration will do something about it,” a source at the Nigerian Civil Aviation Authority (NCAA) said.
The NCAA sources  confirmed that many of the private jet owners give them out for illegal charter services whereas they were documented as privately owned aircraft for personal use according to the NCAA records.
A Ministry source said these illegal operators rip off Nigeria of well-deserved revenue and also deny businesses to legally registered commercial charter operators that abide by the regulations as enunciated by NCAA.
In 2012 the Ministry of Aviation directed non-scheduled aircraft services to pay certain fees at take-off, stating that foreign registered aircraft should pay $4,000 for every take off, except round trips; while locally registered aircraft shall pay $3,000, a directive that many operators describe as stringent and impracticable.
The aim, the Ministry explained then was to stop the exploitation of the country and also to grow the business of registered charter operators. The illegal operators also abstain from paying import duties, five per cent VAT charges and also five per cent charges to the NCAA.

IPMAN wants NNPC to stop sending members’ petrol allocation to Capital Oil

Based on its accusation of fraudulent practices against Capital Oil and Gas, the Independent Petroleum Marketers Association of Nigeria (IPMAN), has asked the Nigerian National Petroleum Corporation (NNPC) to stop sending members’ allocation of petrol to the tank farm and storage facilities of Capital Oil and Gas Limited.
The factional President of IPMAN, Chinedu Okoronkwo told journalists on Thursday in Abuja that Capital Oil had in the past eight weeks failed to supply its members in the Western Zone, petroleum products that have been paid for by them to the NNPC.
Okoronkwo alleged that rather than supply IPMAN members their allocated products, Capital Oil and Gas has through its owner, Ifeanyi Ubah, resorted to selling them in the  black market.
According him, over N2 billion worth of petroleum product paid for by IPMAN members is within the custody of  Capital Oil who has refused to release same to them.
Okoronkwo accused Uba of being behind the crisis rocking the association. He alleged in this regards that the Capital Oil Chairman has stood behind the factional President Obasi Lawson, supporting him with the necessary resources to the detriment of the association.
“We have called you here for us to let the whole world know about the problem in this association. One Ifeanyi Ubah of Capital Oil, the chairman of Transformation Agenda of Nigeria (TAN), is the problem of this association and we will prove it here.
“Sometime in 2011, there was this peace process in IPMAN, where everybody came together as one indivisible organisation. Now Ubah was the proponent of this peace move and we have now discovered why he decided to make that peace,” Okoronkwo said.
He further stated that: “Sixty per cent of our allocation was signed off to be discharged at his tank farm. Members you will agree with me that since this agreement, our members have suffered untold hardship.”
Okoronkwo then noted that: “NNPC will put our product in Ubah tank farm, he will sell it and he will tell us there is no product.”
“From the paper I have and from our people in South-west Zone, over N2 billion worth of product is trapped in his tank farm. This is NNPC product not his own product and we are now asking questions because the agreement of 60 per cent has ended with the regime of our former president Aminu.
And for Ubah to still cause this problem, he brought one Obasi Lawson that he should be the national president of IPMAN without election,” he explained.
Also speaking at the briefing, Debo Ahmed, Western Zone Chairman of IPMAN, said about 700 products supply tickets belonging to IPMAN members are still unsupplied.
According to him: “We have about 700 tickets which for about 8 weeks now have not been supplied by Capital Oil and these are NNPC products. They told us there is no fuel. Actually, he has been selling this fuel at the black market but he refused to give us.”
However, reacting to the allegations, Capital Oil and Gas has said it had banned some marketers from lifting petroleum products from its terminal until they comply with the directive to delivers at designated located and sell at government approved price.
In a statement last night by the company and signed by Okoronkwo Orji, the company said:  “It has come to our notice the unpatriotic activities of some petroleum marketers who load petroleum products at our terminal and resell the allocated product at exorbitant prices far above the stipulated prices set by government. These products are often times diverted to locations other than those approved by relevant authorities. In the past few days, some newspaper houses have investigated and published cases of alleged diversion by some marketers.
“Unscrupulous practices such as these ultimately affect the citizens of our country as products are sold at some locations above the fixed price of N87/litre for petrol. Since Capital Oil & Gas distributes a high percentage of petroleum products consumed daily nationwide, the general perception held  by some filling station operators and end users may be that we are short changing Nigerians.”
“Our company is committed to making petroleum products available to Nigerians at the prices stipulated by the relevant government agencies and have indeed played a vital role in ensuring constant availability of petroleum products nationwide.”

Boy Watches Owls On TV, Real Owl Shows Up To Join Him "What a hoot!"

Marlo Sarmiento was a few minutes into watching an animated TV show about owls with his 5-year-old son Ollie the other night when he got distracted by a blur in his peripheral vision, "which then thumped into a large window." 
"I took a look and was surprised to see a tiny owl, stunned and just sitting there on the windowsill," Sarmiento told The Huffington Post. He immediately named the bird Elfis, inspired by the name of the cartoon owl on the TV.
Sarmiento, who lives in a woodsy part of Northern California that abuts a nature preserve, pieced together that the owl had flown in through an open front door and then banged into the closed window trying to get out again.
Birds have paid the family visits before, Sarmiento says, but usually more common blue jays and robins, and usually they fly right out of the house of their own accord.
Sarmiento speculates that Elfis decided to stick around for a bit, possibly "attracted by the owl screeches coming from the TV."
"My sister quipped that it was a good thing we weren't watching an episode about elephants," he says.
Sarmiento fetched a towel to carry Elfis in and help him back outside, worried the bird was shaken up and unable to find his way out. He paused briefly during the rescue to take a couple of photos so folks would believe him when he told them about his nocturnal visitor.
"Probably 4-5 minutes total visiting time," Sarmiento says. "Didn't even finish the show or stay for a drink/snacks!"This was a lucky encounter in more ways than one. 
"Most birds that crash into a window or wall are suffering head trauma and could be in shock. Stress from being handled could kill them," says Damen Hurd, a wildlife rehabilitator withWildlife Education & Rehabilitation Center in southwest Florida, who believes that Elfis is a Western screech-owl
Hurd adds that if someone comes across an owl or other bird of prey that might be hurt, they should put the creature in a towel-lined box or dog carrier, and then get it to a wildlife rehabilitator for a checkup and any necessary treatment.
 "Sometimes a bird is only stunned shortly and can be released soon after, but many die after an accident like this," he says. 
Rehabber Paula Goldberg, with City Wildlife in Washington, D.C., says that the Sarmientos are fortunate not to have gotten hurt.
"Although the little guy is as cute as a Steiff stuffed animal, it has talons, and when they latch, they don't let go," Goldberg says. "What an incredible moment and it is so nice to see someone else's kids zoned out while watching TV seated next to an owl.  What a hoot!"Sarmiento says his son has been demanding that the owl cartoon be played over and over again in the days since Elfis first dropped by.
As yet, Elfis has not flown back into their lives. Given all the risks, it's probably for the the best that their feathered friend seems to have turned out to be more of a feathered acquaintance. But, still, if the family's learned anything by now, it's that you never know whoooo-whoooo might drop by.
"I am leaving the sliding back doors open just in case," says Sarmiento.

Five Ways Job-Seekers Sabotage Themselves

My colleague Molly and I went to see a CEO who was frustrated. Every CEO we meet is frustrated. Why else would they call us?
This CEO, Matt, said “I’m sick of coddling the managers on my team. They say they can’t find good people, no one is qualified and candidates want too much money.
“They say that we have to add more employee benefits and flexible work hours and a lot of other stuff. Why should I have to do that? What happened to the American work ethic?”
Molly and I listened with compassion. We have heard the same refrain a million times before. “Why should I have to?” is the cry of a person in pain. “I’m the CEO – why should I have to change?” is a cry of frustration we hear every day.
Nobody has to change. Nobody can make you change. They can put handcuffs on you and put you in prison but no one can make you change the way you think. You are in charge of that! However, it can help you to change the way you think, whether you’re a CEO or a new college grad or anyone in between.
The power you have is in your ability to change your thinking first, and then to change your actions based on your new perspective. Job-seekers say the same thing our frustrated CEO Matt said.
